KZ and the global community.





Over the 25 years of independence Kazakhstan established itself as a sovereign state that confidently became a part of the global community. It established equitable relations with many countries of the world.

Kazakhstan is one of the most attractive countries for investors in the region and the CIS leader in terms of the attracted foreign direct investment per capita.

Kazakhstan still considers strengthening and development of cooperation with Russia, China, USA, European Union, Asian and Middle East countries as one of the priorities of its foreign policy.

Kazakhstan was the first country of the world to unilaterally abandon nuclear weapons and closed one of the world biggest nuclear test sites in Semipalatinsk.

Today, Kazakhstan is the leader of the CIS integration. The issues of formation of the single customs, monetary and financial space are successfully addressed within the EurAsEC. The work on formation of a deeper integration structure – Single Economic Space is conducted.

 

Speaking of the results of establishment, development and strengthening of the country’s independence we can confidently state that the country and its leadership has shaped the right course and defined the right directions.

144. The activities and the role of the President in the creation ab=nd development.

In the young history of independent Kazakhstan capital Astana and the President of the Republic of Kazakhstan Nursultan Nazarbayev inextricably linked. This is evident both for Kazakhstan and for the political and business circles, the general public, scientific and cultural world and abroad. Today, we can confidently say, no one can deny the fact of creation of the new capital of the country by the President N.Nazarbayev. His role in the development of the city as the capital of the young state overestimated.

145. Strategy "KZ-2050"- the issue of state held in KZ.

Strategy-2050 related to Kazakhstan development model, joining the top 30 developed countries, the World in 2050, G-Global, Kazakhstan in the international rankings.

Main sections: Management, Energy, Knowledge-based Economy, Ecology, Human capital, Urbanization, International Integration.

The three key aims of the policy are: to define new markets where Kazakhstan can form productive partnerships and create new sources of economic growth, to create a favorable investment climate, and to develop an effective private sector and public-private partnerships. "Kazakhstan 2050" strategy aims to transform Kazakhstan into a knowledge-based diversified economy driven by the private sector. Key pillars of the strategy are strengthening institutions (“100 Concrete Steps”), improving physical infrastructure (Nurly Zhol), and raising the quality of human capital.

Nazarbayev explained how these overall aims will be achieved through the application of the new policy to three key areas of macroeconomic policy and various sectors of the economy:

Budgetary policy: The focus will be on long-term, national projects related to diversification of the economy and development of infrastructure; these will be selected based on feasibility and rate of return and must be as carefully managed as private sector investments. There will also be a renewed focus on building up reserves to provide a buffer against future global economic deterioration.

Tax policy: The focus will be on stimulating internal growth, driving exports and encouraging saving and investment by individuals. The drive to simplify tax and customs administration and reporting will continue, and tax benefits will be made available to those involved in production and new technology sectors.

Monetary and debt policy: Key tasks of the National Bank and the Government in this area will be to manage inflation while encouraging economic growth; to maintain public and quasi-public sector debt at moderate levels; and to reduce the budget deficit to 1.5% of GDP by 2015 (from the 2.1% expected in 2013). The plan also calls for Kazakhstan’s banks to meet private sector-demand for finance.

147. Strategy "KZ-2050" the new political course of the country.

-Further development and strengthening of statehood.

-Comprehensive support of entrepreneurship - leading force in the national economy.

-Formation of a new social model.

-Creating a modern and efficient system of education and health.

-Increasing accountability, efficiency and functionality of the state apparatus.

-Building up an adequate new challenges to international and defense policy.

148. The New Economic Policy in the massage of President of KZ "Nyrly-Zhol-path" to futures.

President Nursultan Nazarbayev in November 2014 announced a robust domestic stimulus policy titled ‘Nurly Zhol’ (Bright Path) that will drive state and foreign direct investment into critical infrastructure and priority sectors and drive economic growth.

Nurly Zhol targets seven areas of investment:

1. Development of transport and logistics infrastructure. Main road projects include those linking China to Western Europe, and Astana to Almaty. A logistics hub is being created in the east of the country, while marine infrastructure is being developed in the west.

2. Development of industrial infrastructure. This includes the completion of infrastructure in existing special economic zones, and the construction of new industrial zones. The development of tourism infrastructure is expected to create many jobs.

3. Development of energy infrastructure. The focus is on the construction of high-voltage lines spanning Ekibastuz, Semey and Ust-Kamenogorsk, and Semey to Aktogay, Taldykorgan and Almaty, with a view to ensuring a balanced energy supply.

4. Modernization of public utilities infrastructure, and water and heat supply networks. In addition to the funds already budgeted for the modernization of heat and water supply systems, up to $540 million will be dedicated each year to accelerating the upgrades.

5. Strengthening of housing infrastructure. Social housing will be constructed and made available for long-term rent with the right to buy. Low-interest loans and low mortgage interest will help make housing more affordable.

6. Development of social infrastructure. An additional 20 billion tenge is being spent to reduce the deficit of kindergarten places. Ten higher-education institutions will also receive additional funding.

7. Support for small and medium-sized enterprises, and business activities. Loans totaling $837 million will help increase the output of the SME sector to 50 per cent of GDP by 2050.

149. "Mangilik El"

January 17, 2014, the President of Kazakhstan N. Nazarbayev addressed to the People of Kazakhstan with the following message: "Kazakhstan's Way —2050: Common goal, Common interests and Common future". If to look every annual message of the President, they are correspond to the demand of the time. The idea "Mangilik el" in this message determines the decent future of Kazakh people and classifies Kazakhstan among the successful and developed countries. Within the ten creative ideas the President emphasized the need to implement the seven major areas of complex tasks. The new period of Kazakhstan's Way — national unity and peace, strengthening the economy, social protection of the people, national security of the country and culture, also the language problem — apparently it is the new tasks in order to be "Mangilik el". To become the "Mangilik el" all these issues are considered as the main tasks.

The idea of Mangilik el is the key to the unity of the Kazakhstan society.
